Customs clearance at the Port of Oakland
Oakland files under CBP port code 2811. It is not a smaller version of Los Angeles, and treating it as one leads to bad decisions. Oakland is a Northern California market port with an unusually balanced book: agriculture accounts for a large share of its exports, and it has led US ports in international refrigerated export volume for years running.

An export port that also imports, which is rarer than it sounds
Most large US container ports are import dominated, with a great deal of effort spent repositioning empty boxes back to Asia. Oakland is different: Central Valley agriculture arrives by truck, the port is the nearest deepwater outlet, and those empties get loaded with almonds, fruit, frozen protein and dairy instead of going back empty.
For an importer that is not trivia, it is leverage. Equipment behaves differently at a port where the outbound box has a buyer.
If you export as well as import, two things follow
Your AES export filings carry their own liability, and they are not a formality bolted onto a freight booking. An incorrect export filing is the exporter's problem, not the forwarder's.
And duty drawback becomes a real conversation. Drawback refunds the duty you paid on goods that are later exported, and for a company moving freight in both directions through a port like Oakland it is the single most under-claimed money we encounter. Most companies who qualify have simply never asked.
Refrigerated cargo brings its own agencies
A port leading in refrigerated exports is also a port handling a great deal of food, and food means partner agencies rather than CBP alone: FDA prior notice, USDA and APHIS requirements, and holds that a customs release does not clear.
We file the agency paperwork with the entry rather than after it, which on temperature controlled cargo is the difference between a cold chain that holds and a claim.

FAQ
What is the CBP port code for Oakland?
2811.
Is Oakland just a smaller Los Angeles?
No, and the difference is structural rather than one of scale. Oakland is a Northern California market port with far less inland rail cargo and an unusually strong export book, led by agriculture. Cargo strategies that work at San Pedro Bay do not transfer to it automatically.
We export agricultural products through Oakland. Can you help with that?
Yes. Export filings go through AES and the liability for them sits with the exporter, not the forwarder. If you also import, duty drawback is worth a conversation: it refunds duty paid on goods that are later exported and it is the most under-claimed thing we see.
Do you handle refrigerated and FDA regulated cargo?
Yes, and we file the partner agency paperwork with the entry rather than after it. On temperature controlled freight a shipment released by CBP and held by FDA is still a shipment sitting in a reefer at your cost.
Moving freight both directions?
That is where duty drawback lives, and most companies who qualify have never claimed it. Tell us roughly what you import and what you export and we will tell you whether it is worth filing.
