Customs clearance at the Port of Savannah

Savannah files under CBP port code 1703. Garden City is the largest single container terminal in North America, and the word that matters there is SINGLE: one terminal, one operator, one gate system, one demurrage tariff. That simplifies a great deal and it removes one option you may be used to having.

An operating port, not a landlord port, and why you feel the difference

The Georgia Ports Authority owns and operates its container terminal directly. That is structurally different from Los Angeles, Long Beach or New York, where the authority leases berths to private operators who each run their own gates, their own appointment rules, their own free time and their own invoices.

The upside is that there is one set of rules, one escalation path and one demurrage tariff, and boxes can be shifted between berths inside a single yard. The downside is the same fact from the other side: when that yard is congested there is no second operator at the same port to route around it.

On-dock rail changes where your entry should be filed

Savannah has the Mason Mega Rail facility on the terminal itself, served by both CSX and Norfolk Southern, with daily departures toward Atlanta, Memphis and Dallas. Georgia also runs inland ports at the Appalachian Regional Port and, since May 2026, at Gainesville.

The practical consequence is one importers routinely miss. A container destined for Atlanta can leave Savannah by rail without a truck ever touching the terminal gate, which changes the calculation on where clearance happens, where an examination would take place, and whether moving in bond to an inland point is cheaper than clearing at the coast.

That is a decision worth making before the vessel arrives rather than after the box is already sitting on a chassis. Tell us the final destination when you send the bill of lading, not just the port.

One chassis pool, and it reaches inland

Savannah is served by the South Atlantic Chassis Pool, a single-provider pool whose coverage extends inland to markets including Atlanta, Charlotte and Birmingham. For an importer that usually means fewer surprises on equipment than at ports with several competing arrangements.

FAQ

What is the CBP port code for Savannah?

1703. Charleston, the next major container port up the coast, is a separate port of entry at 1601.

Is Garden City really the largest container terminal in North America?

As a single terminal under a single operator, yes. Los Angeles and Long Beach are larger port COMPLEXES, but their volume is split across multiple terminals run by different companies. Savannah concentrates its into one yard, which is why the comparison is often stated wrongly in both directions.

My cargo is going to Atlanta. Should I clear it in Savannah?

Not necessarily, and this is worth thinking about before arrival. Savannah has dual-railroad service on the terminal itself, so an Atlanta box can move inland without touching the gate. Depending on your volume and your timing, an in-bond move to an inland point can be cheaper than clearing at the coast. Tell us the final destination and we will price both.

Do you file at Savannah without an office in Georgia?

Yes. A licensed customs broker holding the national permit conducts customs business in any district, and entries move through ACE. We file under filer code EWV, signed by a licensed broker, wherever your cargo lands.

Tell us the destination, not just the port

At Savannah the inland routing decision changes where clearance should happen. Send the bill of lading and where the goods are actually going, and we will tell you which is cheaper.

A few lines is enough. A licensed customs broker reads every message, and a half-filled form is a completely normal way to start.
