Customs glossary: Mexican vocabulary in the US system

A large share of Spanish-language customs search uses Mexican vocabulary, because that is the vocabulary the internet has the most of. Those words describe a real system, and it is not this one. If your client asks you for a pedimento for a US entry, nothing has gone wrong except the dictionary, and here is the bridge.

Why this page exists

There is no such thing as a US pedimento. The word names a Mexican document and a Mexican procedure, and it has no counterpart in United States customs practice under any name. Used inside a US filing conversation it produces a search for a document nobody is going to produce.

This matters on the Miami and Puerto Rico lanes more than anywhere, because these are the desks where Spanish-speaking importers and English-speaking filers meet. The fastest way to lose a day is for both sides to be certain they are talking about the same piece of paper.

The equivalences

Only the mappings below are worth trusting, and the US side of each is the side we can stand behind.

Mexican customs vocabulary and its US counterpart
Said in MexicoIn the US systemWhat it actually is
pedimentoentry / entry summary (CBP Form 7501)The filing that declares the merchandise to CBP. It is not called a pedimento, and there is no US document of that name to ask for.
agente aduanallicensed customs brokerIn Mexico a patented figure. In the US, a person or firm licensed by CBP under 19 USC 1641 to transact customs business on behalf of others.
patente aduanalbroker licence, plus the filer codeThe licence itself under 19 USC 1641, and separately the filer code CBP uses to identify who transmitted the entry. Ours is EWV.

And the Puerto Rico vocabulary, which really is local

The island's words are not translation problems, they are the actual names of actual things, and none of them belong to federal customs. Every item below is Hacienda, not CBP, which is exactly why a filer who only knows the federal side has never heard of them.

  • IVU: the impuesto sobre ventas y uso, Puerto Rico's sales and use tax, which reaches imports from every origin.
  • SURI: the Sistema Unificado de Rentas Internas, Hacienda's online system and the only channel for the import declaration.
  • Declaración de Importación, Modelo SC 2970: the declaration itself, required for all imported merchandise including goods exempt from the IVU.
  • Levante: the release. The Autorización de Levante de Importaciones, Modelo SC 2015, is what the system generates once the declaration and payment are complete.
  • Arbitrios: the separate Subtitle C excise on a specific list of articles, distinct from the IVU.
  • Fianza: the bond a merchant posts to defer the IVU to the monthly return, subject to authorization and to the bond's own limit.

FAQ

What is a pedimento called in the United States?

There is no US pedimento. The closest counterpart is the entry, and the entry summary on CBP Form 7501, which is the document that declares the merchandise, its classification and its value to CBP.

Can a Mexican agente aduanal file customs entries in the United States?

Not on a Mexican patente. Transacting customs business for someone else in the United States requires a customs broker licensed by CBP under 19 USC 1641. The two roles are similar in daily work and they are different licences under different law.

What is a filer code?

The identifier CBP uses for the party transmitting entries. It is how CBP knows which brokerage filed. Ours is EWV, and it has been on every entry we have filed since 2007.

What does levante mean in Puerto Rico?

The release of the merchandise on the island side. The Autorización de Levante de Importaciones, Modelo SC 2015, is generated by SURI once the import declaration is complete and paid, and it is separate from anything CBP does.
