Your container is at a port. We file there.
A licensed customs broker holding the national permit may conduct customs business in any district, and entries move through ACE rather than across a counter. That is not a loophole, it is how modern clearance works, and it means the question is not whether we have an office at your port. It is whether your entry is filed correctly and on time. Every page below carries the CBP port code for that port, because it is the fact you can check.
Florida and Puerto Rico
The ports we file at daily, written from the entries we run rather than from a brochure.
PortMiami
PortMiami files under CBP port code 5201. It is the busiest container gateway between the United States and the Caribbean and Latin America, which shapes everything about clearing here: the trade lanes are short, the transit times are short, and an entry that waits for the vessel to arrive has already cost you money. We file at 5201 every working day, under filer code EWV, in English and Spanish.
How clearance runs here5206Miami International Airport
MIA files under CBP port code 5206. It is a separate port of entry from PortMiami, which is 5201, and the difference is not academic: an entry filed against the wrong one is a correction nobody needed. MIA is the busiest US airport for international freight, and air cargo runs on a clock that leaves no room to prepare paperwork after arrival.
How clearance runs here5203Port Everglades
Port Everglades files under CBP port code 5203. It is the fifteenth busiest container port in the United States, it sits about twenty five miles up the coast from PortMiami, and it is a completely separate port of entry with its own code. Importers who move freight through both are filing under two codes, and mixing them up is one of the more common paperwork corrections in South Florida.
How clearance runs here5210Fort Lauderdale International Airport
Fort Lauderdale International Airport files under CBP port code 5210. Broward County has two ports of entry, this one and Port Everglades at 5203, and they are separate on the paperwork even though they are minutes apart on the map. Air freight here runs on the same unforgiving clock as any airport: the entry needs to exist before the aircraft does.
How clearance runs here1803Jacksonville
Jacksonville files under CBP port code 1803. It is the mainland gateway to Puerto Rico: Crowley, TOTE Maritime and Trailer Bridge run up to seven combined sailings a week to San Juan, and island trade is about half of the port's container business. That makes Jacksonville the one Florida port where the most important thing we can tell you is when you do NOT need a customs entry.
How clearance runs here1801Tampa
Tampa files under CBP port code 1801, the lead port of CBP district 18. It is Florida's largest port by tonnage and its cargo mix is unlike the Atlantic container gateways: bulk and breakbulk dominate, with a container trade that has grown steadily alongside them. That mix changes what clearing here usually involves.
How clearance runs here1816Port Canaveral
Port Canaveral files under CBP port code 1816, in CBP district 18. It is the closest deepwater port to Orlando and its cargo mix is broad rather than container led: vehicles, slag and salt, aggregates, lumber, heavy equipment, petroleum and containers all move through it. A broad mix means the right paperwork depends heavily on what you are actually importing.
How clearance runs here1808Orlando
Orlando files under CBP port code 1808. Central Florida has more ports of entry than most importers realise: Orlando at 1808, Orlando Sanford at 1809 and Orlando Executive at 1888, with Port Canaveral at 1816 as the seaport. We keep an office in Orlando, and we file at 1808 under filer code EWV.
How clearance runs here4909San Juan
San Juan files under CBP port code 4909. We file here every day from our Cataño office, minutes from the port across the bay, and it is also the port where the single most misunderstood rule in this market applies: whether your shipment needs a customs entry at all depends entirely on where it came from, and the answer is different for mainland freight and foreign freight arriving at the same pier.
How clearance runs hereThe national gateways
Most US container volume arrives through these. We file at them under the national permit, remotely, under filer code EWV, with no office in the state and no need for one.
Los Angeles
Los Angeles files under CBP port code 2704. Long Beach, immediately next door across San Pedro Bay, files under 2709. CBP runs the two as a single port office with one port director, and its own notices are headed Los Angeles / Long Beach Seaport with both codes on them. Two codes, one office, and an entry still names one of them.
How clearance runs here2709Long Beach
Long Beach files under CBP port code 2709, and Los Angeles next door files under 2704. Beyond the entry itself, Long Beach is where importers meet a set of local charges that are not customs charges at all, and confusing the two is how people end up asking their broker about money their broker never touched.
How clearance runs here4601New York / Newark
New York and Newark file under a single CBP port code, 4601, and that one port of entry spans two states. Most of the container terminals are physically in New Jersey, at Port Newark, Elizabeth and Bayonne, with Staten Island and Brooklyn on the New York side. The entry names 4601 wherever in the harbour your box lands.
How clearance runs here1703Savannah
Savannah files under CBP port code 1703. Garden City is the largest single container terminal in North America, and the word that matters there is SINGLE: one terminal, one operator, one gate system, one demurrage tariff. That simplifies a great deal and it removes one option you may be used to having.
How clearance runs here5301Houston
Houston files under CBP port code 5301, and it is the port where the name on your bill of lading tells you the least. The Houston Ship Channel has more than two hundred private terminals and eight public ones. Only the public ones handle containers. Everything else is petrochemical, crude, refined product, bulk and breakbulk moving at docks the port authority does not operate.
How clearance runs here1401Norfolk
Norfolk files under CBP port code 1401. The Port of Virginia is state owned and runs its terminals as one system, which makes it structurally different from a harbour like New York where several private operators compete. For an importer that means one set of rules across the terminals, and one place to escalate.
How clearance runs here1601Charleston
Charleston files under CBP port code 1601. Its harbor was deepened to 52 feet in 2022, among the deepest on the East Coast, with a 54 foot entrance channel. It is also a port where exports matter as much as imports, which is unusual enough to change what a broker is actually useful for here.
How clearance runs here3001Seattle
Seattle files under CBP port code 3001 and Tacoma files under 3002. The two market their container business jointly as the Northwest Seaport Alliance, which is an operating partnership rather than a merger: both port districts still exist, both still own their own terminals, and both remain separate ports of entry. One brand, two customs ports, and your entry names one of them.
How clearance runs here3002Tacoma
Tacoma files under CBP port code 3002, and Seattle, its partner in the Northwest Seaport Alliance, files under 3001. Tacoma is also where the container trade with Alaska is anchored, which most people assume runs out of Seattle. That trade is domestic, and it is the closest thing on the mainland to the work we do every day between Florida and Puerto Rico.
How clearance runs here2811Oakland
Oakland files under CBP port code 2811. It is not a smaller version of Los Angeles, and treating it as one leads to bad decisions. Oakland is a Northern California market port with an unusually balanced book: agriculture accounts for a large share of its exports, and it has led US ports in international refrigerated export volume for years running.
How clearance runs here1303Baltimore
Baltimore files under CBP port code 1303. It is a working cargo port with an unusual specialism: rolling stock and machinery rather than containers alone. Seagirt handles the containers, while Dundalk and Fairfield handle vehicles, ro-ro and breakbulk, and that mix changes what a customs broker is actually useful for here.

The rules we work under
- 19 CFR 111.19, the national permit
The rule under which a licensed broker does customs business throughout the customs territory of the United States, at any port.
- 19 USC 1641, broker licensing
The law that reserves customs business done for someone else to a licensed customs broker.
Filing at a port you have never been to
How can you file at a port where you have no office?
Because that is what the national permit is. A customs broker's license is federal, and a broker holding the national permit may conduct customs business in any district. Entries are transmitted electronically through ACE, so nothing is walked to a counter. The old district-by-district permit system is the reason people still expect otherwise.
Is a local broker better for a local port?
Not by default, and it is worth being specific about why. What actually helps is knowing the terminal, the examination station and the partner agency staff at that port, which is experience rather than geography. Ask any broker how many entries they filed at your port last month. That answer tells you more than an address does.
What is a CBP port code and why does every page here show one?
It is the four digit number CBP assigns each port of entry in Schedule D. The first two digits are the district and the last two identify the port. It appears on your entry, which makes it the one detail on a page like this that you can check against a government document rather than take on trust. Ours come from CBP's own February 2026 Schedule D.
My port is not listed. Can you still clear it?
Yes. CBP lists 522 ports of entry and we file under one national permit, so the list below is the ports worth writing a page about, not the limit of where we file. Call with the port and the bill of lading and we will tell you the same day how clearance runs there.
Does using a broker outside my state slow anything down?
No, and usually the opposite. The clock that matters is the terminal's free time, not the broker's postcode, and an entry filed early is the cheapest way to protect it. We can file up to five days before arrival from any desk.
Every CBP port of entry
All 522 ports of entry in CBP's Schedule D, the list that assigns the port code appearing on your entry. Taken from CBP's own publication effective 2026-02-03. The ports linked below have a page of their own; the rest we file at under the national permit just the same.
